The plant is dark green, it stands upright like a flower but has no blooms or buds. It is layered with dark green leaves and looks like a weed but I can't tell.

which plant the one in the front or back the one in the back is a perrennial it is columbine a very dainty flower that blooms periodically during the summer the front one could a lily if its tall or maybe phlox if it is shorter not really sure but in either case both are perrennials so they are not weeds but if you need to move them you sure can but wait until they are done blooming-good luck

All plants are weed's if they're somewhere they're not wanted. It's possibly a type of biannual plant that only grows a stalk the second year of it's life then dies. With the information you've provided it could be one of thousands of plants if you could post a picture it would help otherwise if you could describe all possible plant sies like leave size height base width number of stalks and distance between leaves on stalk also what part of the world do you live in?

Do you have a picture of this plant? I can think of several that match that description.
