Transcription of proteins occurs in the nucleus. The cell cycle, replicating DNA, is vital and occurs in the nucleus. The nucleolus is in the nucleus and ribosomal components are made there. Whenever a signaling molecule, like a steroid, goes into the cell, it may or may not be able to go into the cell but it can activate downstream signaling events to occur, activating transcription facts, or act as transcription factors themselves, in order to transcribe new genes and make new proteins. Some genes must only be transcribed at certain times and then be shut off. In a way, your kind of correct. The DNA doesn't do anything by itself, but nothing can be done without it.
