Neither - it's for the people with pets who CAN read the sign. The blind person and his/her dog don't need to be able to read it.

for the dogs cuz animals are in general not allowed but only animals belonging to blind people are allowed

Neither. Those signs are meant for the idiots who don't adequately control or clean up after their pets but expect other people (customers and business owners) to tolerate them anyway.

Its actually for seeing people people to remind them to tell the blind people that they are in a shop.
