For oxygen usually you use either a diffuser if your pump allows it, which mixes air into the flow as fine bubbles, or a stone with a air hose attached. Usually, just agitating the surface is enough, although the higher the water temp, the more you need to supply oxygen, warmer water can hold less oxygen.
For CO2, you need a special device, usually called a reactor. Basically the big CO2 bubble is made to travel a long, long way, becoming smaller as it disolves into the water. CO2 is required for the plants (another good source of oxygen), plants convert CO2 into oxygen. So lots of plants is a good idea.

Knowing your tank's water is important, too much CO2 can harm the fish. There is no relation between CO2 and O2 content, other than plants make O2 from CO2 when there's light, and fish produce CO2 from O2 all the time. O2 should be kept as close to saturation as you can get it.

Anything that causes motion on the surface of the water will cause an increase of gas exchange. CO2 out and 02 in usually. as well as other gases going in and out. Devices would include filters, air pumps, power heads, anything that moves the water.
Other devices are made and used to increase gases in the tank as well. Chiefly among these are various CO2 reactors that increase CO2 levels for planted aquariums.

you need an aerator to help put oxygean into the water for the fish. a filter will also do very good to keep it clean. you can buy an aerator at your local pet store. there are basically two parts. the stone part has holes in it and you connect it to the second part. the pump, using a plastic tube that pushes air into the stone and it will push air through the stone ans into the water. the ones i have seen have a blue stone part.

First get a air pump and one of the bubble stones. then get some test strips that measure the ph,h chlorine,and nitrates in the watter.that is basic.filters are necessary but you can wait a week or so for this.
