It is a possibility. They should not be in the same cage they need 2 different types of living enviroments. The water dragon needs just a little bit moor humidity than the skink. They don't eat the same things ether water dragon eats crickets and meal worms where the skink eats cat food (wet) and pinky mice.
Get a cage for each of them, they will be happier.

I don't know if they would fight or not, but they shouldn't be in the same tank anyways since they require different care or could possibly transmit an illness to the other. Keep them seperate.

often when two different species are pu in the same cage they fight, I sujest you slowly introduce them to each other and be shure that they do not fight, if they seem to get along go ahead and put them in thecage together, but keep an eye on them to be shure they don't fight and that one is not preventing the other from eating, drinking, or basking.
