And am designing a mod using the Unreal or STEAM Game engine. It is called " Guns ", you basically have a certain amount of money at the beguining to buy a pistol or small weapon. Then you buy ammunition. Then you can enter competitions to win more money, to buy and upgrade to better weapons.
The setting of the game is in a huge builing, which is based on a NRA building. When ever you select from the main menu
"go to NRA HQ" you start in the lobby, where there is a reception desk. you can then go in the elevator or stairs and go to lots of things, including the huge super store like gun shop, and the indoor and outdoor shooting ranges. The mod will be free to download of the internet.
The game will also have a multiplayer feature if possible where as everyone that is in the NRA HQ when you start multiplayer is a real person.

The gun superstore is a huge shop with lots of ailes of guns. You then can go to a gun which you will see on the ailes and press a button to pick it up. you can then take it to the counter to buy it. you can also buy ammunition at the counter to. All sought of guns will be for sale, I am planning to have over 30.

Man that just sounds like a lot of work for a bad idea.
I dont like and no1 else will trust me give up now.
I make mods and i kno wat ppl like, I helped to make th coopbuildlm wad for doom, 1 of th biggest zdaemon wads out.
