There is this Jiovani dress that is black with white polka dots and a red empire waist band that I really like but it's to expensive do I'm trying to find another one like it just not as expensive.

Ebay, or Sears would be pretty good price wise. There is a store called White House, Black Market that sells only black and white clothing, though it may not be formal enough. You may also want to try Hot Topic, a friend of mine got a black and white polka dot dress there and wore it to a wedding.

The red waistband will be easy to replicate. Just go to a fabric store, choose a red ribbon that you like, and wrap it around your waist.
