An election in Canada (and the province of Quebec) can pretty much be called at any time. It usually happens in two cases:

1) If it has been a while since the last election and the current government feels it has a good chance of winning any called election, they may call one. (The maximum they can legally wait is 5 years)

2) If there is ever a non-confidence vote on an important issue, such as the budget, the government pretty much announces an election almost immediately, and that election must be held within a certain number of days
