Yes, well perhaps I should say that most men should be able to. In Medical School I think that the "incavernous muscle", located between the testes and scrotum is the muscle in charge of his "flexing" . It's actual main function is to flex and relax during male orgasm so he may "ejaculate", much like the muscles in your throat help to move food down your throat. It's actually pretty easy to do, even when not having an orgasm, just like doing kegel exercises. Hope that answers your question. -Medic

Yes. All guys should be able to, we have the muscles around the groin that allow us to do that. In the locker rooms it is called towel tossing-- Guys line up, fully erect, put a towel over the erection, and see who can make it bob up and down the hardest-no hands- and toss the towel off!
Yes-boys and menboys do a lot of silly things.

Flex it??? lol - usually when a 'unit' is at full attention u can make it stand up and down - atleast I can - im assumiong thats what yer talking about - so no - its not unusual

It is the PB muscle, also known as the Kegel muscle.
The Kegel muscle is important to men, because it is the muscle that helps with ejaculation. Poor Kegel muscle strength can lead to poor climax, and erectile dysfunction.
Women also have Kegel Muscles, they are used for orgasms and child birth.
