Probably Britain, but it depends on how you calculate it. France has different stages of university, you get a different diploma like every two years (or sometimes every year)... so going for four years you have three degrees already.

But if you wanted to know who had the most people who had a degree at the level of BA or BSc, or the more choices in names of degree at that level, it would probably still be Britain.

Germany has more people, but degrees aren't as important in German culture (their secondary school is high enough level to produce people intelligent enough for most jobs). Plus, German schools don't do as many mickey mouse degrees like the UK

(a degree in interior design? a degree on how to paint walls? seriously, it's completely ridiculous here, and a lot of Eastern Europeans, Arabs and Chinese come here to take advantage of the easy diplomas. Not to mention all the distance learning options and continuing education and NVQs and...)

After the UK, it's a toss up between France and Germany. Then Italy, just because of it's population, comes pretty high down the list. The easiest place in Western Europe to get a degree is Spain (Spanish degrees are jokes... just bribe the instructor a few euros and bring your book into the exam room).
