A lot of them are. I knew a guy who'd been a captain in the Iranian Army, seen warfare on the front line against Saddam Hussain's Iraq, tough guy. I saw him reduced to tears by his treatment in Salford, England. His home was surrounded by teenagers who constantly shouted, threatened and taunted him. When they attacked him and he fought back, they called the police and said he'd attacked them first. He asked the old couple next door, in their 60s, to back him up by telling the truth. They were so afraid of the kids, or racist, that they told the police it was his fault.
He was sent a notice of prosecution by the legal system (DOPP). He was telling this story and asking for prayer in my church when I heard about it.
The case was dropped but this is only one example. I heard a group of Salford gangsters seriously discussing whether or not to firebomb an 18-storey block of flats (apartments) full of Kosovars.
I also knew an Iraqi family whose husband/father had been in prison in Iraq for 10 years for no reason. After we prayed for them he was released on Saddam's 60th birthday and I met him. His wife said she had more trouble in England from racists than she'd had in Iraq.
Sorry to tell you the truth, I hate the bastards too. That's why I'm in Vietnam.
There are lots of good English people too, of course. But most of them are travelling or working abroad!

There are many closed minded people who have never experienced any world besided the English speaking on they come from therefore they find it difficult to relate to non-English speaking people who move into their community. It's not right, but they don't know how else to act. Some people have superiority complexes.

Some people are racist, some are not. Some are impatient with foreigners, others are not. There is no one answer to your question.
