why r illegal sites not shut down

Maybe ,because at that moment you were focused on one particular point . It happened to me to find myself helping a wounded young man that had just shot someone and in the fight he got wounded. I focused on what I had learned in my Christian education , help the one in need. I took care of his wounds and although ,i called the Police I was arrested for abetting and now I am awaiting my trial.
It never crossed my mind that I was doing something illegal.
I was trying to save someones life.

That's hard to answer when we don't have more details. Sounds like you were driven by something very strong and didn't take the time to stop and think about the entire situation and process.
