IAC sticking/leaking (idle air control valve)
throttle cable sticking
throttle plate sticking
Vacuum leak
or combinations of these.

Faulty cruise control cable or system.
Dirty or stuck throttle cable.
Mouse nest in engine compartment?

Pop the hood and try moving the throttle shaft by hand backwards and forward. (engine off)

I dont know but i will overheat quick so don't leave it on long. If you put it in gear does it still try to run at 4000?
