Petco is sometimes a little pricey, I'm not sure on the prices they have. But I can answer your question on long living Hardy fish.
1. Giant Danios
2. Australian Rainbows
3. Rosy Barbs- short or long tailed
4. Black Shirt Tetras
5. Black Neon's
all are long lived and normally good together with out battles are tail biting.

Well cared for, White Cloud Mountain Minnows will live 3+ years. They cost about $1.00 or less at most stores. You will need a school of 6. You can start with 3 and add 3 more about 6 weeks later.

Im not sure about life span, but "cheap" and "tropical fish" dont go together well in a sentence.

Tropical fish need a heater, light and filter - they will die quickly without them. In addition they also need other things like algae and snail cure more often, live plants to be healthier, and disease treatments.

If you want cheap, I suggest you get a cold water fish that doesnt need live food (because some do).

any breed of gourami can stand for a longer time. i have right now, the blue gourami, no need for erator and you feed only 4x a week and change the water about the same days. my previous ones lasted for 14 months. besides, you can teach them some tricks. its really fun and cheap too depending on the breed.

A convict cichlid is quite hardy and not that expensive. You need to have a filter and heater for it.You could only have one in a ten gallon tank.
