Have you tried using a buffer? Honest put some flitz on a low speed buffer and away you will go. I have seen it done on head lamps, it worked there. Also, I would try a razor knife. A little tedious but, it will work. One more thing, If you live in the southwest it might not be hard water spots. It could be pitted from sand which you would be better off just replacing the windshield.

1. DON'T WAX YOUR WINDSHEILD
2. DON'T USE STEEL WOOL!!!!!! IT DOES SCRATCH.
3.TRY GOING TO AN AUTO PARTS STORE AND LOOK FOR A TYPE OF CLAY THAT REMOVES HARD WATER STAINS AND SPOTS.
4. ASK A CAR DEALERSHIP WHAT TO USE
5. IF ALL ELSE FAILS..BUY A NEW WINDSHEILD..WINDSHEILD GLASS IS MADE UP OF MICROSCOPIC (CELLS)??..FOR LACK OF A BETTER WORD....AND THE WATER MAY HAVE PERMANATELY DAMAGED THE "CELLS"
GOOD LUCK

Use a 50/50 mix of plain ammonia (not sudsy) and distilled water. It is the best glass cleaner.
