12. This accomodates the 10 test sides and 2 qualifiers. We need the qualifiers as they can cause upsets and if they do well its often one of the stories of the tournament. And it promotes the game of cricket in that country. 16 is too many and causes the tournament to be too long. 8 doesn't accomodate all of the test nations let alone any qualifiers. Besides, this is the 'World Cup', not the Elite Test Cup. Any country recognised by FIFA can enter the football world cup, and any team that enters can reach the finals. There are so many associate and affiliate members of the ICC, why should they not be given the chance to play the big boys in the tournament? But only 2 qualifiers, not 6 - too many dead games and too long. Also, if it is 16 teams, do 4 groups of 4, but the top 2 should go into quarter finals not a super 8. Its the super 6 and super 8 that make the tournament too long.

A reserve day(rain day) is set aside for every match in the world cup. So if bad weather shows up, the match is played on the assigned day. Usually, the assigned day is the next day. The chances of Bermuda defeating Bangladesh are very slight. If Bangladesh beats Bermuda, India is out of the WC and if the macth cannot be played the next day either, the points are shared, team India is still out. So both ways, Bermuda has to defeat Bangladesh in order for India to stay in the WC and progress to the next round.

theres either a reserved day

or both the teams get half the total points of winning a match each

for eg
if a team gets 4 points for winning a match,,

in bad weather conditions
each team gets 2 points if the match is abandoned

for the WC the ICC has formulated that if due to unavoidabke reasons a amtch is not possible on a day then its continued on ,on the reserve day
this reserve day is asssigned specially for every match, its usually the following day
though in case of a tie both teams will be awarded a point each

I think i solved your prob.
