Close, but no. Stop getting your medical advice here. Too many well meaning yet untrained people are too ready to give thir bad opinion as helpful fact.

That is called 'checking' and is a sympton of compulsion. There is no obsession that you'vre mentioned. Obsession and compllsion are 2 very different ediologies and do not always present together. Although the public is familiar with the term OCD.
"Checking' is the ritualistic behavior of compulsion.
See a doctor with this concern; it is commonly treatable. Be well.

I'd say they have obsessive-compulsive disorder, if it's extreme, maybe they have autism.
