Dumbledore didn't trust immediately after the death of James and Lily. Because it was said that Sirius was the person who told Voldemort. But then they found out in the third book that the true trater was Peter Petigrue. He has always was a death eater. Hope I helped!

Dumbledore did not trust Sirius immediately following James and Lily's deaths because he, like everyone else, believed Sirius to have been the secret keeper. Only James, Lily, Sirius, Peter, and Voldemort knew the truth at that point -- that Sirius had convinced James and Lily to use Peter as the Secret Keeper instead.
He trusted him at the end of PoA because he now had the testimony of Harry, Hermione, Ron, and Remus to back up the story that Peter Pettigrew was still alive, having faked his own death to hide once the Dark Lord was defeated and his own treachery was revealed.

Dumbledore always trusted Sirius - the ministry was worried but never Dumbledore...
In fact, in the first book, when Hagrid appears for the first time he is riding a flying motorcycle - read it closely and he says that he borrowed it from Sirius Black!!!

Dumbledore believed that Sirius was a death eater still and also he believed that Sirius carried out the murders. However, once it was discovered that Peter was still around, and that it was Peter who did the murders, Dumbledore realized his folly.
