Without knowing all the details this is a hard question to answer. If you had a small retinal detachment, and you are just curious about getting a refractive surgery like lasik there is a good chance you would find a doctor who would do it. If you had a full blown retinal detachment in one eye, then chances are your reduced vision has nothing to do with your refractive status, and more to do with the fact that you had a retinal detachment. Laser in this case would not be helpful.

Depending on your correction, your needs/wants, what kind of detachment you had and willingness to participate. There are alternatives to a surgical procedure if you are looking at refractive surgery. There is a type of hard contact lens that you can wear at night that reshapes your cornea. This would be a non-surgical answer to a refractive surgery. Unfortunately, it is bust suited for the nearsighted folks.

I am not an expert but I don't see why not. The laser eye surgery reshapes the cornea while the retina is way on the other side of the eyeball they have nothing to do with each other.

Yes you should be able to - laser eye surgery only involves an operation to the cornea (at the front of the eye).
The procedure shaves the cornea to cause it to mimic a lens.
It's kind of like a permanent contact lens that you can't notice.
