Try Macs eyeliner in the pot. Apply with a slanted brush. They are smudge proof.

becides switching to a water and smudge proof eyeliner. try styli-style flat pencils from a drug store. pull on the outer corner of your eye when applying eyeliner. ( pull like you would if you were making your eyes look chinese, which is ok to say since i am lol.) this will help you draw a straight line. the thing about eyeliner is never use more in the bottom than you have on top or your eyes will droop down. benifit makes a water proofing liquid called she-lac. it will make your eye liner impossible to move without makeup remover.

I put on eyeliner too, so I know its kind of tricky. You have to hold you rlid staright and low then get a sharp crayon [liquid eyeliners can get more smudgier, dont use] and just put it on the lid. It shouldn't look crooked, jus t dont put too much on, becuase then thats how its look s smudged.
ANother suggestion : Even a little bit would still make you look noticed =]

After you apply the eyeliner try not to touch your eyes as much. Or it could be the type of eyeliner you use.

It appears that your skin is oily. Try applying a light shadow around your eyes before you apply the liner. Do not use primers as I have checked a lot of those and they make the situation even worse-

sharpen your eyeliner pencil, put less, and try eye primer before you put it on. if you`re using liquid, i advise you shouldn`t you liquid eyeliner on your bottom eye, it never turns out right.

keep the crayon sharp and dont use too much under your eye. You dont have to overload the makeup for it to make a difference.
