I'm not sure how to tell what country people are in but this site seems heavily UK based. For what it's worth in Australia:
The cost of billboard advertising ranges from about $700 to $2,500 a month. At that rate, ten billboards could run as much as $25,000 per month. That sounds like a lot of money, until you realize that a full-page ad running for one day in a major newspaper costs about the same.

IT MIGHT BE BETTER to find a good piece of land and either buy the land, or rent it, and out up your own billboard! If you live in a rural area, I have seen them available in rural central new york for a few hundred a month. It is all based on traffic of course, so it will be best if you drive around and try to locate some bargains. Even at a few hundred a month, imagine how much land you might buy for a few hundred a month along a rural roadside. PLUS, you sell one side of the billboard to a marketing firm then they pay for your land.

There are several factors that play into account. Most notably, location. Id say 3-5k per month in general. as low as 1k if you have it in nowheresville and as much as 20k if its in downtown Major city.
