My 10 months 3 week old nephew has really bad nasal drainage?

My nephew has really bad nasal drainage and when it drains it goes backwards and we have tried everything that we know of what else can we do to treat this

Take him to an Ear, Nose, Throat doctor, preferably one that has a pediatric background.

Take him to the doctor. Then keep him dressed for the weather, bathe him regularly, keep him away from sick people.

clean his nose neatly while cleaning and close his ears while going in a cool air or in car
