I did all the steps I gotto the cave but the door is locked.

In Ruby, the order of Wailord and Relicanth is reversed. that means you should put Relicanth 1st and Wailord last. then go to route 134, the one with the currents, you should come in from the east side and navigate them to the south west until you hit a bit of land thats capable of you diving into, once underwater follow the land through til you come to see an inscription which is the Braille code. Resurface there and you'll be in cave, read the inscription and use Dig. go into the room that's just been opened, remember your pokemons order. read the inscription, if u did everything right, it'll be an earthquake. then it's done.
U should find Regirock in the desert in Route 111
Regice is in a cave near Route 105, and Registeel is in a cave near Route 120.

In Emerald (I don't own Ruby), you have to go to the Secret Chamber and unlock the door using Dig. Then, you have to put a Wailord in your Party's frist position, and a Relicanth in the last position. Both are hard finds, but are certainly worth it! If it still doesn't work, your game is screwed.

the 3 doors are locked because if they wernt it would be to easy to beat the game................now wouldnt it be
