Wireless connections need at least a short time to connect to the network on Windows boot up or when coming back from standby. Regardless if the network is password protected it does take a few seconds. I got annoyed with this too and eventually just changed the settings on our laptop to stay on when the lid is closed. That way with our constant moving around and leaving for short periods of time we are not prevented from using the internet.
