You did not mention from where you want to come to Taiwan. The cheapest fares are from Singapore on Jetstar Asia. They always have special offer which are very low rates.
So depending on where you are, Find the cheapest way to Singapore then onto Taiwan.An example of their most recent offer:

Prices change like waters tides rise and fall. Keep researching- type in Google 'xxxx to Taiwan plane ticket' with xxx being your start location or nearest international hub city. See what you can find!
