you can't get a heli,you need cheat for that.i played it.

I've never played Liberty City, but usually they are on roofs of buildings. I know in Vice City there was one on top on Tony's mansion and on top of the police station in the section of the city where the concert auditorium is. Hope this helps. I would just drive to all of the police stations and see if there is a way up to the roof.
