Because historically it was the last one to be assigned and had to have a bit of adjustment made to fit the right number of days into the calendar.
Hmmm... okay - having a read in wiki it seems that February was around all that time and just other months seem to have had days added and February never got them.
February also seems to have been selected as the month where the leap year adjustment was made ever since the mensis intercalaris was abolished (46BC) quite probably because mensis intercalaris (or Mercedonius - as this was when workers were paid their wages - once a year! Bleah!) followed immediately after Februarius.
This might explain why it never got days added to it like the other months.

All months started with 30 days, and there were five days that were feast days belonging to no month.
Well good old Julius corrected the calendar in 46BC the so called year of confusion because of all the extra days. The fifth month of the year (as it was then) being Julius' birth month was named after him and a day stolen from February to give it importance. Caeser Augustus didn't want his month to be shorter than Julius' so another day was half inched from February for that purpose.
Pope Gregory only introduced the concept of no leap year day on years divisible by one-hundred, but not four hundred.

My guess would be that February is the only month that actually deserves its name, because it's the only one that has nearly the exact same days as a monthly cycle. All the others have far too many days.

This is due to the immense egos of two Roman emperors, Augustus Caesar and Julius Caesar. They had months named after themselves and then wanted those months to be longer than (or at least as long as) other months. They both raided the month of February to mollify their egos.
