No offense, really, but of course it does and to think elsewise is proof of the national brainwashing the USA has so successfully perpatrated on the masses. Look at all the statistics and see who is sentenced to death most often, see who crowds our prisons, see who is gunned down by the police most often. It is delutional to think that racism is not alive and thriving in the United States.

Great question by the way I just suspect you'll get a lot of answers denying the sad truth because people want to sit back on their laurels and assert that they are "fair" and therefore the lagal system is fair. IT IS NOT!

I don't know how much if it just ethnicity, i.e. racism, or the fact that a larger percentage of minorities are poor and have lesser quality legal representation.

Yes, google it. Studies show that whites are not convicted with heavy sentences at the same high rate as blacks for the same crimes.
