She's pretty tough, I had a lot of trouble beating her, but your levels are too low. I'd recommend being on at least level 35 before taking on Empreya. She has a high defense, powerful attacks and can attack twice in one turn.
If you've been raising a monster team and they're fairly good, consider calling them to the field and having them take a bit of HP off her.
Angelo should be doing nothing but reviving (Kazing only) and healing. Have jessica cast oomph on Hero and Yagnus and carry a Ysadril leaf in case angelo dies. Always come with the best equitment and weapons you can get so far. Have yangus use helm splitter to lower her defense and cause damage and have the hero hit, jessica cast oomph on them. (because she can nullify status efffects). Its a long battle, but just always watch your HP.
