USA Obtain a voltage tester, or a volt-ohm meter, or any tester that will test for voltage. Remove the cover from the panel. Remember, the panel is energized. Do not touch anything at all except the tester. There should be two wires hooked up to the breaker, one under each screw on the side of the breaker. With the breaker handle in the "on" position, touch one lead to the ground or neutral bar in the panel, and the other lead to one of the screws. You should get a reading of 120 volts (115 to 125 is normal). Repeat this for the other screw on the breaker. If you get a normal reading from each side of the breaker, the breaker is operating normal.

You can get a tool called a multimeter. It will tell you the volts, amps, continuity, everything you could possibly want to know about said circut breaker. They are kinda expensive though ($50) so if this is only time you'll need it it would probably be better to just buy a new 60 amp breaker and replace it just to be sure it works. I wouldn't think it would be over $10 to have peace of mind

If you are getting power through the circuit that part is working.
If there is a reason for you to think it wont trip with a heavier load of more than 60 amps take it out and have it tested,But if you have reason to believe its faulty replace it.

Turn it off and see if the power's off. If the power is off, it's operating. Difficult to check if the amperage rating is correct unless you have known loads adding up to 60 amps you can place on the circuit..
