If you want to chance having an accident or receiving a fat fine then answer when driving. Otherwise pulling over sounds good.

Pull over. I've had two acquaintances, die on the freeway talking on cell phones. One was talking to her mother (can you think of anything worse....and the mom called her?). The other was a teacher who had a child's parent call to ask about his grades. She never saw the 18-wheeler that cut her down. She was pulling out of a parking area and probably felt safe. Good question! If I call someone who is driving, I hang up on them.

It depends upon how hairy the traffic is. On our country roads, I answer it while driving, but not on 6 lane highways.
