IF a person is applying for a job at your company, or works for your company, you have a legal right inthe USA to ask for an official transcript to be sent directly from the university to your personnel office. The university will not release a copy of a graduates transcript without written permission from the student.
But, most universities, if you call their Registrar or Records office, will tell you that a certain person did or did not receive a degree from the university on a certain date. That is public record, printed in the graduation program, often printed in the newspapers, etc.
You should understand that for reasons of convenience, in many schools you are allowed to take part in graduation ceremonies if you are ALMOST finished with your degree. That is, if you have almost finished your degree and have a suitable GPA with only two or three courses left to go, then you are allowed to take part in the ceremony, but you do not officially become a graduate until all the requirements are completely fulfulled. So someone could have a picture of themself at a graduation, and their name in the program, even though they didnt actually finish.
