The problem is that you may not be able to prove your allegations (unless he volunteers for a urine test?). However, individuals who use drugs often need lots of cash to feed their habit. He may steal from you when you are there (or out?). Do you want to risk your valuables that might be stolen and sold for ten cents on the dollar? Get a new plumber. If you contact his employer (anonymously?) you may help get him into rehab or fired. It's your call but he may not thank you if he figures out who called.

How is this any of your business. Unless he is buying or selling coke from your house, why would you care? If he uses when on the job, just don't call him any more. Use a different plumber.

If you know for a fact he is using coke why would you even call him at all. You said you don't call him, then you said you don't call him as often. Which way are going? To still use him when you need him?

the best thing that u can do just keep quiet unless he's not done his work then comes an advice but friendly advice and if he behave to something that you called out of control then maybe it's better for you to seek help from Police...
