In firered, get the Vs Seeker from the girl inside the pokemon center in vermillion city. Then start to rechallenge trainers that you've already faced. Try going back to nuggest bridge and face the trainers here as well as the trainers past nuggest bridge. Or if you have the HM cut, head directly east of Ceurlean city and face some of the hikers who have rock/ground types.
