there are several things...

make a list of all the people, events, treaties, terms, etc that you think are important. My AP euro teacher does this and makes us fill them in for hw, it's very useful

go through the book and make sure you know what each section is talking about

there are usually questions after every chapter in textbooks. see if you can answer them, and if you can't, look them up

quiz yourself constantly

main ideas are very important... more important than knowing the exact names of things. For instance if you know basically the goals of a dictator, you're more likely to guess right if you come upon a question about him.

If you take notes in your class, make a study guide that includes important names and events. Turn the names and events into multiple choices questions and quiz yourself. Then have your friends call out the questions and you answer them. You and a few other classmates could do this and all get some study time in. Try it out and let me know how it went. Even if you don't take notes, skim through your history book and do the same. If you're not sure which names and dates to write down, just do two tests and you can switch them up between your classmates learn more. Also, try to keep these quizzes for your final exam to study with. Hope this helps =D

I'd say flashcards and having a friend ask you questions. Also, make sure you study a lot and make sure its at least a week or two before the test so your ready on test day. Getting enough sleep and eating breakfast are very effective.
