Well if the total number of sweets were 7 then tim got 3 and lucy 4. If the total number of sweets were for instance any number x then tim received 3/7.x and lucy 4/7.x

Hmmm...not sure...don't we need to know how many of sweets are in the pack? Or is it a trick question because the sweets are shared between "tim and lucy" and you're asking about Lucy with a capital L? And it should be "receive" not "recieve". So maybe none?

You need to tell us how many sweets were in the packet in the first place, then we can help you.
The number of sweets in the packet will be a multiple of 7.
If there are 7:
Tim gets 3, Lucy gets 4
If there are 14:
Tim gets 6, Lucy gets 8
If there are 21:
Tim gets 9, Lucy gets 12
If there are 28:
Tim gets 12, Lucy gets 16
