My father wore the kilt in Wales - when he was on an exercise with the Liverpool Scottish TA's. The Welsh don't wear the kilt. Try Scotland. (And Protestants in Northern Ireland - but they're Scots by ancestry.

BTW, the spelling is quilts not kilts.
They usually don't roam around the streets with their quilts. They use it to cover when they are cold in bed or watching TV. But if they are living in Scotland, they use 2 quilts over their kilt, because everyone knows that Scotsmen dont' wear anything under their kilts.

They wear kilts in Scotland, you may find the odd man in England who likes to dress in womens skirts though, usually on a saturday night around any town centre lol

The main reason is because English men don't wear kilts, so I don't think they have forgotten their roots!! If you want to see a man in a kilt, go to Scotland!!!!
