It probably is NSU or non-specific urethritis. This is an infection as a result of bacteria getting into your urethra from masturbating. It's not a big deal but you might need anti-biotics to clear it up. Most of the times, your immune system will take care of it.

You need to ensure that you are giving yourself a good clean down stairs, ensure that you use lots of soap etc and give your penis a good clean each day ! Also after masturbating try to have a piss just after you have *** as this should help clean your pipes out inside....

"Noone told me 2 was the", I assume the 'was' in your sentence was supposed to be 'wash'. Yes, you need to wash everyday and let dry too. The moisture is what allows the 'white things' or smegma to form.
