This is a movie/film I saw a while back, but the plot i kind of remember. The movie is about a person who gets shocked by a computer or something with the internet cables when it rains. After he gets a high I.Q or becomes smart and shortly followed, he knows people on the streets that he hasn't met such as identifying robbers.

The plot sounds a little like a movie called "The Computer Wore Tennis Shoes", and it starred Kurt Russell.
It was part of a series of films that featured the same characters and actors playing them.

I so remember watching that too I just can't remember what it's called, he beats the harvard team in a brain game or something like that.
