does anyone know what function keys or sequence of keys you need to press to send video through the s video uotput on the side of the machine.

I very much doubt this problem relates to pressing a certain combination of keys. It's more likely you need to set your computer up properly.
(Please note that due to low HD speed and low screen refresh rates of most laptops, it is not recommended to do video editing of any kind on a laptop)

First, check if you have the right hardware. Cards, cables, connectors etc. This is very important, because without the right equipment, your attempt is doomed to begin with.
Second, make sure the devices you're trying to connect are compatible. Very often if you don't receive a signal on the device you're trying to send it to, it's because the device is not compatible with the program or hardware you're trying to send it from. This information can usually be found on the site of the hardware in question.
Third, check if you need updates or patches for the software you're using. When working as tech support agent for Adobe, I found that often people needed to download patches or updates in order to make their software recognize the connected hardware and become able to work with it. Also check if there are any drivers you need (this also includes checking if the drivers for installed related hardware are up to date)

If you're sure all this is in order, contact the tech support departments of either/both Sony and the device you're trying to send video to, as the problem could then be hardware related and could also be on either side of the connectors.
