Are there no directions that came with the camera??
If you are running windows xp, when you plug in the camera to the usb port, the computer should recognize it and allow it to function.

Start Windows and then connect your web cam. If Windows supports it, the cam should start working. If not, you need to install drivers first.
You have to configure apps like Skype, MSN IM, etc. before they can use the web cam.
Still not working? Call the Web Cam manufacturer.
P.S. There are NO dumb questions, but there are lots of people who should never try to answer.

Either through the software that came with it or through any program that utilizes the camera!
