You might want to have a look at the bbc website, which have exercises for learning quite a few different languages. Below is the link for the french page:

There you can gauge your level, and it has tips on pronounciation etc.

yes ! you can check name of universities and colleges offer courses on french . they assures that their university is register but i am not sure . .As when i visited one web site http://www.ignou.info.
