It's close but I pick Steffi Graf. Second would be Martina Navratilova.
1. Graf
2. Navratilova
3. Court
4. Evert
5. King
To be the best of all time, or to be in the list of the greatest ever, besides winning, you have to be a player who plays for a good time, which is a big challenge as you have to stay fit, fend off new generations, win when it's not your day, have variety and dimensions to your game, play a game without many errors, preparing for tournaments (if you're not like this, you are not one of the best), posess natural power (not forcing it like some stars this latest era), and have a classy and good behaviour in general. That's why from the late 90s to now, it's getting harder and harder to see any future legend material or true champions, but I think Henin is on her way. Guess who her role model is? Graf. Winning many slams and titles also helps too, but it's just one thing.
And the number of players who have the "it is up to them to win" or "if she wants to" quality (Federer is one for the mens though), is almost none now. I don't buy it. The ones who had this were mostly from the past like Graf, Navratilova, Evert and even Seles for a while. Maybe Henin later on. That is why it is an exclusive thing and rare. Now it's not up to anyone. Either they have it or they don't.

I agree with the choice of Martina Navratilova but the person above is WRONG. Martina is not even now 57 years old. She retired from doubles play at age 49 last year.
Martina would have won more than even her impressive 18 grand slams if she hadn't had to battle against another one of the top 5 women of all time, Chris Evert (16 grand slams herself). Steffi Graf (Agassi) is my choice for the second best. She won 22 grand slams but never really had a rival like Navratilova did with Evert since one of her fans stabbed Monica Seles right when Seles started getting to the point where she was consistently beating Graf.
Today's players don't have the full package. Maria Sharapova is strictly a baseliner who is too concerned with looking good to be great. Serena Williams could have been the greatest but she doesn't care for the game enough to consistently prepare to be at her best. Justine Henin is too undersized but does play with great savvy and technique so she is probably the best out there now.

I would have to go with Martina Navritalova, she had the total game at net... and the best fitness, that's why she played till 57 years of age

Well, I'm not sure, but I can pretty well guarantee you that her last name is Williams.
