i am not a Canadian but i'm trying to mention some common procedure..
first report this incident to yours nearest police station
you should have stored the passport number(code), as concious citizens always store it at a safer place.
if you can submmit the code number of your lost passport then it will be more helpful to investigate whether you actually have been issued with it or not
if you are a foreigner or protrait or student , then consult about taking steps with your student-advisor / supervisor of your university/ college.
it generally needs police verification in our state for public security issues
however it must have a solution if your case is legal .
may you recover quickly from your problem..but you may cost some money amount to get a new passport.
hope this will help.
Good luck.

I am unsure exactly with a canadian passport i am assuming canada wouldnot be very much difference than the U.S. it will have some forms etc.. little bit redtape etc.. but it can be done, I had friend have his stolen at the immigrations counter in Hong Kong, he had a replacement with in 2 days but also had a agent hired byt he company to assist in this, but he just had go to an american embassy there and etc.. and got a temp. replacemnt with in 2 days and had his new replacemnt within a week but little advice in the us. u can obtain a 2nd pass port not sure with cananada but i think u can, then u should always make a copy of ur passport carry with you in your briefcase or tarvel bag etc.. when abroad also I have a copy of mine scanned and saved on my pc. under a password vault protected file. I travel over seas very often thru varios countires including 3rd world countries so its better safe than sorry Good luck

Hey i don't know bout your country...
but in India u have first got to inform the police cos a passport is a very sensitive document...
then u have got to lodge a FIR and apply for a fresh passport..
U should enquire on the website for your passport such information are put up there...
Goto your passport issuing website then contact the necessary authoroties...
