sometimes a smile is a way of saying hello. maybe they just don't feel like talking , but want to be polite. maybe they are just nice. if it bothers you that much, try talking to them first.

maybe he or shy would like to know you but he is shy or don't want to be blocked by you if he came and start a conversation
if you are interested why don't you start it ?
some people are not good in opening conversation but they are nice to know
