It is a sort of a switching board installed near the stairs:

I wonder what is the English name of such a switching board. What would you call it?

A fuse box, or breaker box. Either one.

You could also even use a generic term like "electrical box" and that would work.

I don't understand polish, and it's hard to tell what it is from the pictures.
The box appears to be an outdoor circuit breaker box, specifically, for a fuse subpanel for a branch circuit.
What are those three things inside the box? The top two appear to be dimmer switches; is the bottom item a cartridge fuse holder?
