No, JPG files are already so "compressed" that the only way to make them smaller is to "Resize" them.
For example, a jpg image that is about 1024 X 768 pixels (8" X 10" printed) and about 1 MB in file size, after resizing to 640 by 480 pixels (4"X6" printed), the file size drops to under 100MB.

Go to this site and download the freeware:
http://www.xnview.com
You can change the compression value to get the
file size you need.
Load the photo of your choice. Under 'File' menu,
select 'Save as'. Give a different file name and
click on 'Options'. Select the 'Quality' to be 50
or less. Check the saved image.
