The very best, in my opinion is 'Canopus Imaginate' it's a superb programme and will do everything you mention and then some, there is a free trial and demonstration on the website. Look on Ebay as well!

A lot of the people who answered have not read your question properly and have given good answers but not what you require. Roxio,Ulead and Nero all do what you want but the cheapest way is to use movie maker and transfer it to a free down load such as ulead photo impact 11 or iview media you can convert your movie maker to dvd or vcd to play on any dvd player. You can do all of that with Windows Movie Maker just save your project as a movie that your computer can play not as a Windows movie maker project.When you've finished your project press FILE and Save as MOVIE FILE IT THEN GIVES YOU AN OPTION TO SAVE IT IN A FORMAT YOUR COMPUTER CAN PLAY. DO THIS AND THEN IT'S STORED ,YOUR WINDOWS PLAYER CAN PLAY IT AND YOU CAN BURN IT ON TO DVD OR CD USING YOUR CD BURNING PROGRAMME .I USE SONIC RECORD NOW...OR YOU COULD JUST USE THE WINDOWS MEDIA PLAYER....SORRY ABOUT THE CAPITAL LETTERS....JUST TOO LAZY TO WRITE IT ALL OUT AGAIN.

Surely, almost any video-editing software, studio 10, Powerdirector, etc. You would simply use stills with suitable transitions, rather than video clips.
