I have read somewhere huge foreign money is given on long term loan to DMRC

Correct me if i am wrong but i haven"t read anywhere it is a part of indian govt.

It is an autonomous entity jointly owned by Delhi State Government and Government of India. Borrowings, wherever necessary, are projected and sourced by the autonomous body itself. Funds borrowed for different phases of the project(s) are guaranteed by the Government of India, whenever there is need for this. For the expansions, beneficiary states like Delhi, UP and Haryana are providing necessary assistance in the form of land procurement, funds etc.
