There are so many levels before sex that it depends on where you are. Then after sex, there are just as many levels. Relationships never get to the final level ... unless they cease to be relationships.

Well it depends on what level you are on at the present time.
like if you have just started going out the next level would be seeing each other more.
However in most cases, yes, the next level is sex.
